A major federal fugitive investigation has escalated after 41-year-old Houston laboratory owner Emylee Thai was added to the FBI Most Wanted Fraudsters list. Authorities are offering a $150,000 reward for information leading to her arrest and conviction.
Thai, who operated genetic testing companies in Texas and California, is accused of masterminding a massive healthcare kickback scheme that fraudulently billed Medicare and Medicaid for millions in medically unnecessary genetic panels. After being released on a GPS ankle monitor while awaiting trial, she severed her electronic tracking device, assumed a false identity, and boarded a private plane to escape the country.
The Blueprint of a $142 Million Scheme
Federal court filings reveal that between 2019 and 2022, Thai laboratories, including Artemis DNA and ApolloMDx, contracted with third-party telemarketing networks to systematically target elderly and vulnerable patients. According to federal indictments, the operation functioned through a structured illegal pipeline.
- Illegal kickbacks: Thai paid percentages of federal reimbursements to marketers in exchange for patient DNA samples and signed doctors orders.
- Medically unnecessary testing: The lab billed Medicare for expensive cardiovascular and cancer risk panels, often costing thousands of dollars per patient, that were never used by treating physicians or required for patient care.
- Fabricated records: Authorities note that while some physician orders were legitimate, others were completely forged to bypass federal billing checks.
In total, Thai laboratory billed Medicare approximately $142 million and successfully drew down $95 million in direct payouts.
Severed Monitors and Private Jets | The Great Escape
In July 2022, a federal grand jury in the Southern District of Texas formally indicted Thai on charges including conspiracy to commit healthcare fraud and receiving illegal kickbacks. A federal judge granted her pre-trial bond under strict conditions, requiring her to wear a GPS location monitoring device.
The arrangement ended abruptly on December 8, 2022, when federal probation officers detected that Thai location monitor had been forcibly removed. Subsequent investigations revealed a coordinated escape effort: Thai severed her electronic ankle monitor at an undisclosed location in Texas, utilized a fraudulent passport and alias identities to bypass international travel checkpoints, and boarded a chartered private aircraft to flee United States airspace.
Federal agents believe Thai is currently hiding in Vietnam, her country of origin.
The Public Campaign and $150K Reward
The FBI Houston Field Office elevated Thai to its Most Wanted Fraudsters list to draw international attention to high-value healthcare fugitives. "It should anger the taxpayers," said Jason Hudson, Special Agent in Charge of the FBI Houston Field Office. "They might not be a traditional victim. The victim is us, the taxpayer."
Thai case is also linked to a broader Department of Justice initiative targeting healthcare fraud networks responsible for over $6.5 billion in total systemic losses nationwide.
